Merchant Security Registry Caribbean Limited, (The Registry), provides information on the existing relationships between lenders and borrowers by noting charges and collaterals created by borrowers to secure a credit facility. The Registry primarily provides information on the existence of relationships as they relate to movable collateral (appliance, equipment, electronics, machinery, motor vehicle, etc.).

The registry will not function in its fullest form until the new secured transaction law is passed. The registry however covers some important areas relating to the tracking of non-traditional collaterals that gives Lender, retailers and the wider public an opportunity to know where their items are located.

The Registry which is web-based was created to assist lenders and retailers access information on ownership and interest in items offered as security for credit facilities. The emphasis is on collaterals used to secure a credit facility. MSRC has developed and patented proprietary software that manages this process.

Our software system is easy to use and navigate. Subscribers can easily check whether or not a security that is being pledged for a loan is in fact owned by the customer. In addition, the lender can get information about other claims that may exist for that particular security. Retailers who have offered hire-purchase and other financing options for these items can protect their interest by noting their prior claim on the item. The software allows customers and clients to keep tract of and manage their interest in the security

Management and infrastructure

The Registry is a new company which has been created to meet a well-documented need in the micro financing sector. These companies have long sought to manage the risks of lending to their target market. One of the methods utilized has been the use of movable collateral to secure a loan. It is sometimes much later that a lender will realize that the security is either owned by a hire purchase company or retailer, or had been used to secure another loan or hire purchase agreement.

Seeing the opportunity the management team contracted a software developer to develop the product that is now the Merchant Security Registry. Among the features of the software are the following:

  • The Registry is completely web-based and can be accessed 24 hours per day, 7 days per week from anywhere in the world.
  • The subscriber (financing company, hire purchase company/retailer) is responsible for inputting their information.
  • The subscriber can immediately discharge their lien on an item as soon as a customer concludes their loan repayment.
  • The customer/client can access the web-site and check the status of their security. They will also be able to print a copy of their discharge notice for an item used as security.
